Operation

As with the asbof levy, advertisers pay a levy of £1 per £1,000 on relevant advertising, in this case radio and television advertising by Ofcom licensed broadcasters. This is included by advertising agencies in their media invoices to their clients, collected by the agencies and then passed to basbof. As with asbof, basbof was deliberately constructed as a separate company, to handle the funding of ASA(B) at arm's length, thus ensuring ASA(B)'s operational independence.

The basbof Board members are representatives of the major industry bodies:

The Advertising Association AA
The Broadcast Advertising Clearance Centre BACC
The Commercial Radio Companies Association CRCA
Incorporated Society of British Advertisers ISBA
Institute of Practitioners in Advertising IPA
The Satellite and Cable Broadcasting Group SCBG

Two other directors represent television companies, including ITV.

In addition to raising the levy, the basbof board reviews and approves the budgets of the ASA(B) each year, and based on these, makes funding payments.

It also funds the Independent Reviewer, who considers appeals against ASA(B) decisions, and makes smaller payments in connection with broadcast advertising self-regulation.

In conjunction with asbof, the basbof board appoints the Chairman of The Advertising Standards Authority.
